Dr. Alicia B. Harvey-Smith is a dynamic learning-centered educator with 25 years of experience in leadership, instruction, training, development and consulting.  She earned a Ph.D. from the University of Maryland, College Park in Counseling and Personnel Services with a concentration in Retention in Higher Education, a Master's of Science Degree in Guidance & Counseling from The Johns Hopkins University and a Bachelors of Science Degree in Business Administration from Morgan State University.

A passionate teacher and ethical leader, Dr. Harvey-Smith views leadership as a "calling to serve."  She was recently confirmed as President of River Valley Community College, one of seven colleges in the community College System of New Hampshire.

River Valley Community College is accredited by the New England Association of Schools and Colleges, Inc., through its Commission on Institutions of Higher Education.  Situated on 180 acres, River Valley Community College offers 17 Associate Degree Programs and 19 Certificate/Diploma Programs.

Prior to this appointment she served as the Vice-President for Student Affairs at Baltimore City Community College, a state-sponsored institution serving 19,000 students - 25% of all Baltimore City residents, where she led an innovative division in providing comprehensive enrollment management and student development programs, as well as, student success, retention and completion initiatives. 

Prior to working at Baltimore City Community College, she served as Dean of Learning and Student Development and Dean of Learning Support Systems for the Community College of Baltimore County (CCBC), the largest provider of higher education and work force development training in the Baltimore metropolitan area, offering A.A., A.A.T., A.F.A., A.S., and A.A.S. degrees as well as credit certificates and career training certification and licensure in more than 100 programs.

Dr. Harvey-Smith believes in the transformational power of education and partnerships and is committed to providing the best possible learning experience for students.  Her work developing and integrating new learning systems, such as the nationally recognized Performance Alert Intervention System, Intrusive Advising Model and Continuous Degree Audits were structured to improve student persistence and keeping them on track for graduation.

Possessing a distinguished record of national leadership, Dr. Harvey-Smith served on the Board of Directors for the American Conference of Academic Deans, an American Association of Colleges and Universities (AACU) Affiliate Council, Director at Large for the National Council of Student Development (NCSD), an American Association of Community Colleges (AACC) Affiliate Council, the Council for the Advancement of Standards in Higher Education (CAS) and the AACC Commission for Academic, Student and Community Development.  She has also served as Faculty for the NCSD Leadership Institute and the National Student Affairs Administrators in Higher Education (NASPA) Institute on African-American Student Success.  Dr. Harvey-Smith, most recently served on the board of directors for the Center for Remarkable Women in Maryland and Women in Maryland Higher Education (WIMHE).

A sought after presenter, trainer and consultant on a variety of topics including, Leadership, Civility, Teambuilding and Strategic Repositioning, Dr. Harvey-Smith, a noted author, whose published works include: Eclectic Insights Part 1 - A Composition of Poetry and Essays on Varying Thoughts and Differing Opinions; Partnering for Success:  How to Build Strong Internal Collaborations in Higher Education; The Seventh Learning College Principle: A Framework for Transformational Change; and Getting Real: Proven Strategies for Student Survival and Academic Success.  She recently completed a much awaited leadership book entitled: CARE - Compassion, Appreciation, Respect, and Empowerment - Essential Leadership Standards to be released in the coming year.

Dr. Harvey-Smith, a recognized leader, was competitively selected to participate in the 2012 LEADERship Institute for the Greater Baltimore Committee, recipient of the 2011 "Executive Administrator of the Year Award" from Baltimore City Community College's Student Governance Association, "Contributor to Knowledge Award" from the National Council on Student Development, "Woman of the Year Award" from Iota Phi Lambda Sorority, Inc., Delta Gamma Chapter, Baltimore City Club of the National Association of Negro Business and Professional Women, Inc.  2011 "Living Women History Makers Award" and the Service Above Self Award from the Rotary Club of Woodlawn, Maryland.

An active mentor, Dr. Alicia Harvey-Smith loves to inspire people to reach beyond what they imagine is possible and to make excellence a habit. One of her favorite sayings is "Carpe Diem, which simply means, "seize the day," a reminder to celebrate each day and be grateful for the small things.  Dr. Harvey-Smith now resides in Claremont, New Hampshire with her husband of 29 years Donald.
